The task of each of the consultant in each region will include:
- Prepare drafts of selected administrative regulations or propose improvements to existing ones. Special attention should be paid to procedures to be provided in the multifunctional public service centers.
- Access adequacy of developed administrative regulations and compare them with international and Russian best practices, where applicable.
- Participate in presentation and discussion in the regions devoted to developed/improved administrative regulations.
- Travel to the regions is mandatory.

In each of the selected regions the Consultant’s deliverables will include but not necessarily be limited to:
a) Brief report with analysis of the current situation in each region in a selected area of regulation covered by developed/improved administrative regulations and proposals for improvement;
b) Draft administrative regulations (reglaments) for selected procedures;
c) A list of interviewed public and private sector representatives with comments;
d) A list of participating organizations with comments on their role;
e) A summary report on findings and recommendations of the project based on the regional reports.
f) Power Point presentation based on the summary and regional reports; and
g) Short-notice briefs/presentations/notes on specific issues as may be requested by the TTL.
