Optimization of the state and municipal functions

The primary focus of NISSE in the direction of Optimization of the state and municipal functions is:

  • Standardization and regulation of public powers;
  • Optimization of the structure and the authorities’ personnel number , their subordinate organizations;
  • Management of the foundation of multifunctional centers providing the state and municipal services;
  • Anti-corruption management and reducing corruption risks;
  • Optimization of authorization, sharing powers among Federal, regional and local authorities;
  • The introduction of the performance system of management;
  • Optimization of procurement activities.

For the past decade, NISSE’s experts had successfully performed more than 90 projects. The project clients at the federal level in the field of administrative reform have been more than 20 bodies of power:

The regional geography of the projects in the sphere of administrative reform concerns more than 24 regions of Russia:. Moscow, the Republics of Buryatia, Mari El, Yakutia, Komi, North Ossetia-Alania, Adygea, Karachay-Cherkess and Chuvash Republics, Krasnodar and Perm regions, Tver, Tula, Novgorod, Murmansk, Arkhangelsk, Kaluga, Moscow, Samara, Sverdlovsk, Lipetsk, Ulyanovsk regions, Yamalo-Nenets Autonomous District etc.

We’ll like to highlight the following from the completed projects:

  • Improvement of administrative management at the Department of science, industrial policy and entrepreneurship of Moscow (customer - Department of science, industrial policy and entrepreneurship of Moscow).
  • The analysis and complex optimization of activities of the Federal Registration Service (customer - Ministry of Economic Development of the Russian Federation).
  • The development of administrative regulations of state services provision in the fuel-power sector, the sectors of civil protection and regional security, archives’ management, science, industrial policy and entrepreneurship of Moscow (customer - Committee of the state services of Moscow).
  • Optimization of controlling ,supervising and permitting activities which defeat administrative barriers, introducing mechanisms for regulatory impact assessment, increasing availability and quality of delivery of state and municipal services in the Chuvash Republic (customer - Ministry of economic development, industry and trade of the Chuvash Republic).
  • The development of quantitative and qualitative criteria of implementation efficiency of the main measures of the Federal Air Transport Agency concerned with the transition from the Aeronautical Information Service for the Flight Information Service in the Russian Federation (customer - Federal Air Transport Agency).
  • The analysis of corruption risks arising in FAS’s activities (customer – Federal Antimonopoly Service).
  • The development of the concept draft on managing violation risks in the sphere of population employment and formulation of recommendations on audit adoption in the activity of Rostrud (customer - Federal Service for Labour and Employment).
  • The development of the concept of the foundation of the multifunctional centers providing the legal parties and entrepreneurs on the territory of Moscow with state services (customer - Committee of the state services of Moscow).
  • The development of methodic recommendations on the assessment of activities’ efficiency of federal and local bodies in Moscow region (customer – Ministry of state administration, information technologies and communication of Moscow region).
  • Suggestions on complex optimization of the management of the state control and supervision, municipal control, provision of services to citizens and the organizations in the sphere of activities of the Ministry of Emergency of Russia (customer - Ministry of Economic Development of the Russian Federation).
  • Creation and practical approbation of mechanisms of civil servants’ rotation (customer - Ministry of Internal Affairs of the Russian Federation).
  • Development of draft regional target program Improving the quality of federal and municipal services based on MFCs established in the Novgorod Region for 2009-2011 (customer – Novgorod Region Committee of State Civil Service).
  • Improvement of legislation regulating the procedure for allocation of land plots for building (customer – IFC).
  • Land and Real Estate Transaction Survey in the Russian Federation (customer – FIAS (FIAS – Foreign Investment Advisory Service).
  • Deregulation of the economy and removal of administrative barriers (EUROPEAID/114008/C/SV/RU).

Basing on the obtained experience, the National Institute for System Studies of Entrepreneurship problems offers the following services to the state and municipal authorities and other persons concerned:

  • the executive authorities’ functions review and suggestions for their improvement;
  • the development of suggestions on the transfer of some functions and management -administrative processes to outsourcing;
  • the development and deployment of administrative regulations;
  • the expert support of creation of the multifunctional center providing state and municipal services;

  • the development of anti-corruption programs, carrying out by anti-corruption expertise;
  • monitoring providing qualitative state and municipal services supplied on the territory of the entity of the Russian Federation (by means of personal interviews, focus- group discussions, secret shopping);
  • the assessment of the level of administrative barriers and suggestions on their elimination.
